Using staff members as sources if they were 'witnesses'?

Well, I'm sitting in the newspaper office, and we just had a fire in the boys bathroom across the hall.

Is it ethical to use our staff members as sources for the story?

We were there, we heard people running away, we had to be evacuated from the office. There weren't any other students around who witnessed it.

If we were the only witnesses, can we write about it firsthand?

Some feedback would be really helpful.

Yes, use your staffers as your source if you need to. Just make it clear in the article that "John Doe, who is also a reporter for The Newspaper, saw the flames..."
