I've seen other college papers print AP stories and photos, and I'm wondering what the process is for doing that and how much it costs. My e-mails and messages to AP have gone unanswered.

You need to contact your local AP Bureau Chief. There is an "educational" subscription rate that will run $2,000-$3,000 annually. To find your local bureau look in the back of your AP Stylebook.
